			<content:encoded><![CDATA[<p style="text-align:justify;">I don&#8217;t know, but this week, I&#8217;ve been thinking a lot about the environment and the future of the Earth. I am really concerned about our means of using our natural resources and the effects of our use.</p>
<p style="text-align:justify;">As mentioned in one of my classes, the world&#8217;s population is using more than what the Earth can provide. We have all been obsessed with growth, but not necessarily with development. What does this mean? In simple terms, human beings have been exploiting natural resources to compete with other human beings without taking into account the effects of these actions. In this materialistic world, all that matters is the amount of resources you have in your hands is more than what others have. However, this way of thinking endangers the Earth. There is a limit to what we can take from nature.</p>
<p style="text-align:justify;">Perhaps, the world would be better off if we focus more on cooperation rather than competition. If resources are distributed fairly and used in a sustainable manner, then we will save the Earth and ourselves as well.</p>
<p style="text-align:justify;">How have you been living your life? Have you been helpful to the environment or are you adding to the problem? Think hard about it.</p>

<p style="text-align:justify;">That sounds bad.</p>
<p style="text-align:justify;">After watching An Inconvenient Truth a few years back, I made promises to myself to make some changes in my lifestyle that will make me more ecologically friendly. Two years have passed. I don&#8217;t think anything really changed. I guess it is really easier said than done. However, after taking the Ecological Footprint test, I realized that I really have to do something &#8211; and it is urgent. I mean, come on. I need 3.2 Earths just to sustain the kind of lifestyle I&#8217;m following.</p>
<p style="text-align:justify;">I am making this public: <span style="text-decoration:underline;">I will live an ecologically friendly lifestyle from now on.</span> I hope all those who will read this entry will do so too.</p>
<p style="text-align:justify;">Here are a few tips: (From <a href="http://www.climatecrisis.net">http://www.climatecrisis.net</a>)</p>
<p style="text-align:justify;"><span style="color:#99cc00;">Replace a regular incandescent light bulb with a compact fluorescent light bulb (cfl)</span><br />
CFLs use 60% less energy than a regular bulb. This simple switch will save about 300 pounds of carbon dioxide a year. If every family in the U.S. made the switch, we&#8217;d reduce carbon dioxide by more than 90 billion pounds! You can purchase CFLs online from the Energy Federation.</p>
<p><span style="color:#99cc00;">Move your thermostat down 2 in winter and up 2 in summer</span><br />
Almost half of the energy we use in our homes goes to heating and cooling. You could save about 2,000 pounds of carbon dioxide a year with this simple adjustment. The American Council for an Energy Efficient Economy has more tips for saving energy on heating and cooling.</p>
<p><span style="color:#99cc00;">Clean or replace filters on your furnace and air conditioner </span><br />
Cleaning a dirty air filter can save 350 pounds of carbon dioxide a year.</p>
<p><span style="color:#99cc00;">Install a programmable thermostat</span><br />
Programmable thermostats will automatically lower the heat or air conditioning at night and raise them again in the morning. They can save you $100 a year on your energy bill.</p>
<p><span style="color:#99cc00;">Choose energy efficient appliances when making new purchases </span><br />
Look for the Energy Star label on new appliances to choose the most efficient models. If each household in the U.S. replaced its existing appliances with the most efficient models available, we&#8217;d eliminate 175 million tons of carbon dioxide emissions every year!</p>
<p><span style="color:#99cc00;">Wrap your water heater in an insulation blanket </span><br />
You&#8217;ll save 1,000 pounds of carbon dioxide a year with this simple action. You can save another 550 pounds per year by setting the thermostat no higher than 120 degrees Fahrenheit.</p>
<p><span style="color:#99cc00;">Use less hot water</span><br />
It takes a lot of energy to heat water. You can use less hot water by installing a low flow showerhead (350 pounds of carbon dioxide saved per year) and washing your clothes in cold or warm water (500 pounds saved per year) instead of hot.</p>
<p><span style="color:#99cc00;">Use a clothesline instead of a dryer whenever possible</span><br />
You can save 700 pounds of carbon dioxide when you air dry your clothes for 6 months out of the year.</p>
<p><span style="color:#99cc00;">Turn off electronic devices you&#8217;re not using<br />
</span>Simply turning off your television, DVD player, stereo, and computer when you&#8217;re not using them will save you thousands of pounds of carbon dioxide a year.</p>
<p><span style="color:#99cc00;">Unplug electronics from the wall when you&#8217;re not using them<br />
</span>Even when turned off, things like hairdryers, cell phone chargers and televisions use energy. In fact, the energy used to keep display clocks lit and memory chips working accounts for 5 percent of total domestic energy consumption and spews 18 million tons of carbon into the atmosphere every year!</p>
<p><span style="color:#99cc00;">Only run your dishwasher when there&#8217;s a full load and use the energy-saving setting</span><br />
You can save 100 pounds of carbon dioxide per year.</p>
<p><span style="color:#99cc00;">Insulate and weatherize your home<br />
</span>Properly insulating your walls and ceilings can save 25% of your home heating bill and 2,000 pounds of carbon dioxide a year. Caulking and weather-stripping can save another 1,700 pounds per year. The Consumer Federation of America has more information on how to better insulate your home.</p>
<p><span style="color:#99cc00;">Be sure you&#8217;re recycling at home<br />
</span>You can save 2,400 pounds of carbon dioxide a year by recycling half of the waste your household generates. Earth 911 can help you find recycling resources in your area.</p>
<p><span style="color:#99cc00;">Buy recycled paper products<br />
</span>It takes less 70 to 90% less energy to make recycled paper and it prevents the loss of forests worldwide.</p>
<p><span style="color:#99cc00;">Plant a tree<br />
</span>A single tree will absorb one ton of carbon dioxide over its lifetime. Shade provided by trees can also reduce your air conditioning bill by 10 to 15%. The Arbor Day Foundation has information on planting and provides trees you can plant with membership.</p>
<p><span style="color:#99cc00;">Get a home energy audit<br />
</span>Many utilities offer free home energy audits to find where your home is poorly insulated or energy inefficient. You can save up to 30% off your energy bill and 1,000 pounds of carbon dioxide a year. Energy Star can help you find an energy specialist.</p>
<p><span style="color:#99cc00;">Switch to green power<br />
</span>In many areas, you can switch to energy generated by clean, renewable sources such as wind and solar. The Green Power Network is a good place to start to figure out what&#8217;s available in your area.</p>
<p><span style="color:#99cc00;">Buy locally grown and produced foods<br />
</span>The average meal in the United States travels 1,200 miles from the farm to your plate. Buying locally will save fuel and keep money in your community.</p>
<p><span style="color:#99cc00;">Buy fresh foods instead of frozen<br />
</span>Frozen food uses 10 times more energy to produce.</p>
<p><span style="color:#99cc00;">Seek out and support local farmers markets<br />
</span>They reduce the amount of energy required to grow and transport the food to you by one fifth. You can find a farmer&#8217;s market in your area at the USDA website.</p>
<p><span style="color:#99cc00;">Buy organic foods as much as possible<br />
</span>Organic soils capture and store carbon dioxide at much higher levels than soils from conventional farms. If we grew all of our corn and soybeans organically, we&#8217;d remove 580 billion pounds of carbon dioxide from the atmosphere!</p>
<p><span style="color:#99cc00;">Avoid heavily packaged products<br />
</span>You can save 1,200 pounds of carbon dioxide if you cut down your garbage by 10%.</p>
<p><span style="color:#99cc00;">Eat less meat<br />
</span>Methane is the second most significant greenhouse gas and cows are one of the greatest methane emitters. Their grassy diet and multiple stomachs cause them to produce methane, which they exhale with every breath.</p>
<p><span style="color:#99cc00;">Reduce the number of miles you drive by walking, biking, carpooling or taking mass transit wherever possible<br />
</span>Avoiding just 10 miles of driving every week would eliminate about 500 pounds of carbon dioxide emissions a year! Click here to find transit options in your area.</p>
<p><span style="color:#99cc00;">Start a carpool with your coworkers or classmates<br />
</span>Sharing a ride with someone just 2 days a week will reduce your carbon dioxide emissions by 1,590 pounds a year. eRideShare.com runs a free national service connecting commuters and travelers.</p>
<p><span style="color:#99cc00;">Keep your car tuned up</span><br />
Regular maintenance helps improve fuel efficiency and reduces emissions. When just 1% of car owners properly maintain their cars, nearly a billion pounds of carbon dioxide are kept out of the atmosphere.</p>
<p><span style="color:#99cc00;">Check your tires weekly to make sure they&#8217;re properly inflated </span><br />
Proper inflation can improve gas mileage by more than 3%. Since every gallon of gasoline saved keeps 20 pounds of carbon dioxide out of the atmosphere, every increase in fuel efficiency makes a difference!</p>
<p><span style="color:#99cc00;">When it is time for a new car, choose a more fuel efficient vehicle<br />
</span>You can save 3,000 pounds of carbon dioxide every year if your new car gets only 3 miles per gallon more than your current one. You can get up to 60 miles per gallon with a hybrid! You can find information on fuel efficiency here and here.</p>
<p><span style="color:#99cc00;">Try car sharing</span><br />
Need a car but don&#8217;t want to buy one? Community car sharing organizations provide access to a car and your membership fee covers gas, maintenance and insurance. Many companies &#8211; such as Flexcar &#8212; offer low emission or hybrid cars too! Also, see ZipCar.</p>
<p><span style="color:#99cc00;">Try telecommuting from home<br />
</span>Telecommuting can help you drastically reduce the number of miles you drive every week. For more information, check out the Telework Coalition.</p>
<p><span style="color:#99cc00;">Fly less</span><br />
Air travel produces large amounts of emissions so reducing how much you fly by even one or two trips a year can reduce your emissions significantly. You can also offset your air travel by investing in renewable energy projects.</p>

			<content:encoded><![CDATA[<p style="text-align:justify;">I was sitting in one of my European Politics class earlier this day when I began to wonder about how the Philippine government is being ran. In Europe, they clearly made a line that separates the Church and the government. In political matters, the government decides on its own &#8211; without intervention from the Church, which I think is the proper way to go. So what&#8217;s my point? Read on. =D</p>
<p style="text-align:justify;">I assume that you have noticed how much the Philippine population has grown in the recent years &#8211; and how fast the percentage of poor people is increasing every single year. Some people would say that unfair distribution of resources should account for poverty&#8230; however, distribution isn&#8217;t the main problem in this situation. The question here is, are there even enough resources that can actually be distributed? I mean, the rate of our food production is not enough to sustain a huge population that already went beyond the <em>carrying capacity</em> of the country. From there, the worsening problem of poverty can be traced to over population. Yes, Filipinos are reproducing like rabbits! (I just had to use that metaphor. ANYWAY.)</p>
<p style="text-align:justify;">What, then, did the Philippine government propose? The very controversial <em>Reproductive Health Bill</em>. With all the good intention to alleviate poverty, the Church keeps going against the passing of this bill. What happened to the separation of the state and Church? How it looks to me is that the Church is already running the government.</p>
<p style="text-align:justify;">I am a Catholic, but I am for this bill. It&#8217;s not like the bill is pushing for the legalization of abortion. It is merely a bill allowing the use of birth control methods other than abstinence. And besides, the Catholic Church shouldn&#8217;t worry about the Catholics abusing the use of contraceptives. We have free will, yes? It is then up to the individual to follow his/her values or not.</p>

<p style="text-align:center;"><strong><span style="color:#808000;">EXPLANATORY NOTE</span></strong></p>
<p><span style="color:#808000;">The present population of the country of 88.7 million has galloped from 60.7 million 17 years ago. This makes the Philippines the 12th most populous nation in the world today.The Filipino women’s fertility rate of 3.05% is at the upper bracket of 206 countries. With four babies born every minute, the population is expected to balloon to an alarming 160 million in 2038.</span></p>
<p><span style="color:#808000;">It is worth noting, however, that available studies, data and statistics show that the Filipinos are responsive to having smaller-sized families through free choice of family planning methods:</span></p>
<blockquote><p><span style="color:#808000;">a. The desired fertility rate of Filipino women is 2.5 children per woman. However, the actual total fertility rate is 3.5 or a difference of one child because of the lack of information and absence of access to family planning. The current unmet need for contraceptives for example is 23.15% for poor women and 13.6% for women who are not poor (2003 National Demographic and Health Survey)</span></p>
<p><span style="color:#808000;">b. 61% of currently married women do not want additional children (2003 National Demographic and Health Survey)</span></p>
<p><span style="color:#808000;">c. 50.6% of the youth want to have only two children (2002 Young Adult Fertility and Sexuality Survey)</span></p>
<p><span style="color:#808000;">d. 97% of all Filipinos believe it is important to have the ability to control one’s fertility or to plan one’s family. It is significant to note that 87% of the total respondents are Roman Catholic (February 2004 Pulse Asia Survey)</span></p>
<p><span style="color:#808000;">e. Nearly nine in ten Filipinos or 86% say that candidates for elective positions who advocate a program for women’s health should be supported while only 2% say they should be rejected and 12% are undecided on the matter;</span></p>
<p><span style="color:#808000;">f. 82% say that candidates in favor of couples’ free choice of family planning methods should be supported while only 3% think otherwise and 15% are undecided;</span></p>
<p><span style="color:#808000;">g. 82% of Filipinos consider candidates supporting a law or measure on population issues worthy of their voltes while only 3% say such candidates should not be backed at the polls and 15% are undecided;</span></p>
<p><span style="color:#808000;">h. 83% of Filipinos say they are in favor of candidates who support the allocation of goverment funds for family planning while only 2% say they are not and 15% are undecided; and</span></p>
<p><span style="color:#808000;">i. A mere 8% of Filipinos believe that a candidate’s championing of family planning issues will spell that candidate’s defeat at the polls.</span></p>
<p><span style="color:#808000;">j. In July 1991, the Social Weather Stations conducted a survey that revealed that 97% of Filipinos want to have the ability to control their fertility and plan their families.</span></p></blockquote>
<p><span style="color:#808000;">Notwithstanding these findings that favor smaller-sized families, this bill is not a population control measure with the sole objective of limiting population growth. It provides for population development that aims to:</span></p>
<blockquote><p><span style="color:#808000;">(a) help couples/parents achieve their desired fertility size in the context of responsible parenthood;</span></p>
<p><span style="color:#808000;">(b) improve reproductive health of individuals and contribute to decreased maternal mortality rate, infant mortality and early child mortality;</span></p>
<p><span style="color:#808000;">(c) reduce incidence of teenage pregnancy and other reproductive health problems; and</span></p>
<p><span style="color:#808000;">(d) contribute to policies that will assist government to achieve a favorable balance between population and distribution, economic activities and the environment.</span></p></blockquote>
<p><span style="color:#808000;">This measure is not coercive. It gives couples the freedom to decide whether or not to plan their families or space or limit their children. Those who decide to plan their families also have the freedom to choose what method of contraception is best suited for them. The so called “two child policy” is voluntary, not compulsory; suggestive, not coercive; and absolutely not punitive. It is not even a policy. It is a suggested ideal or norm.</span></p>
<p><span style="color:#808000;">Accordingly, this bill seeks to provide the enabling environment for couples and individuals to enjoy the basic right to decide freely and responsibly the number and spacing of their children and to have the information, education, and access to safe, effective, affordable and acceptable methods of family planning of their choice.</span></p>
<p><span style="color:#808000;">This proposed law aims to uphold and promote the four pillars of population and development enunciated by no less than President Gloria Macapagal-Arroyo herself in her statement of support for the International Conference on Population and Development (ICPD) namely: (1) responsible parenthood, (2) informed choice, (3) birth spacing, and (4) respect for life.</span></p>
<p><span style="color:#808000;">It should be clarified, however, that this bill does not only protect the life of the unborn from the moment of implantation but that of the mother as well. Hence, the bill seeks to promote the reproductive health of women basically through massive and sustained information campaign on reproductive health rights, care, services and facilities coupled with universal access to all methods of family planning ranging from the natural to the modern which are medically safe and legally permissible. In the event they fail to prevent pregnancy and resort to abortion, they shall be provided with appropriate health and medical care. Despite the provision for humane and compassionate management of post abortion complications, this bill continues to proscribe and penalize abortion which is a crime under the Revised Penal Code.</span></p>
<p><span style="color:#808000;">To contribute to the empowerment and responsible behavior of the youth, this proposed legislation provides for age-appropriate reproductive health and sexuality education that may be initiated by parents at house, and shall be sustained and complemented by formal education in school.</span></p>
<p><span style="color:#808000;">An effective reproductive health education does not only instill consciousness of freedom of choice but responsible exercise of one’s rights. According to the United Nations Population Fund: “It has been, repeatedly shown that reproductive health education leads to responsible behavior, higher levels of abstinence, later initiation of sexuality, higher use of contraception, and fewer sexual partners, These good effeds are even greater when parents can talk honestly with their children about sexual and reproductive matters.”</span></p>
<p><span style="color:#808000;">To guarantee the right of all persons to a full range of information on family planning methods, services and facilities and to ensure their access to an equally full range of medically safe and effective family planning methods at an appropriate time and by competent and adequately trained persons,the bill mandates  the Commission on Population (POPCOM) to be the central planning, coordinating, implementing and monitoring body for the comprehensive and integrated policy on reproductive health and population development. Section 5 of the bill specifies the functions of POPCOM as the lead agency in the implementation of the “Reproductive Health, Responsible Parenthood and Population Development Act of 2007″.</span></p>
<p><span style="color:#808000;">This proposed Act doses not only seek to protect and promote reproductive health and rights and to empower couples, individuals, more particularly women, and the youth, but it also aims to improve the quality of life of the people in general. Studies show that rapid population growth exacerbates poverty while poverty spawns rapid population growth. Consider the following:</span></p>
<ul>
<li><span style="color:#808000;">The Family Income and Exfenditures Surveys by the National Statistics Office (NSO) from 1985-2000 disclose that 57.3% of families having many children are poor but only 15.7% of families having two children are poor. </span></li>
<li><span style="color:#808000;">Large family size is associated with negative determinant of school participation and poor health and survival rates among children. (Orbeta, Population and the Fight Against Poverty, 2003) </span></li>
<li><span style="color:#808000;">The prevalence of child labor rises, and school attendance falls, with the number of children in the family (Raymundo, 2004). Moreover,the odds of a child becoming underweight and stunted are greater if he/she belongs to a household with 5 or more members (FNRI 1998). This partly explains why poverty tends to be transmitted and sustained from one generation to the next. </span></li>
<li><span style="color:#808000;">According to the UN Population Fund 2002 Report, “lower birth rates and slower population growth over the last three decades have contributed faster economic progress in a number of developing countries.” </span></li>
<li><span style="color:#808000;">Moreover,the same Report disclosed that fertility declines accounted for 1/5th of the economic growth in East Asia between 1960 and 1995. Additionally, it showed that countries that invest in health, including reproductive health and family planning, and in education and women’s development register slower population growth and faster economic growth. </span></li>
</ul>
<p><span style="color:#808000;">A consistent and coherent national population policy along with sound monetary and fiscal policies and good governance could propel our people toward sustainable human development.</span></p>
<p><span style="color:#808000;">Accordingly, approval of this measure is earnestly sought.</span></p>

<p style="text-align:justify;">I still think that we need US aid until now, especially their military aid, in this time of crisis in the Philippines. If you haven&#8217;t heard, the communist movement in the Philippines is growing stronger. And their strategy? Pursuade the students and workers alike to join the movement. What happens after that? Use these people to make the government to fully pull out the US military troops &#8211; even if they are really not involved in combat &#8211; so that the New People&#8217;s Army (NPA) can come in&#8230; and no military superpower can help and interfere.</p>
<p style="text-align:justify;">Sure, Filipinos do want to be able to stand alone. However, we also need to take into account our readiness to do so.</p>
